QUARTERLY ESTABLISHMENT INFORMATION LETTERS
ABOUT SAMPLING RESULTS

This notice informs inspection program personnel (IPP) that FSIS provides quarterly letters to establishments to summarize sampling results covering a 12-month window (Quarterly Establishment Information Letters). This notice describes the content of the letters for IPP awareness.
IPP should remind the establishment that they have the option to provide an e-mail address or update their current e-mail address for "Lab Sample Results Contact" in PHIS to ensure they receive the letter through e-mail.

Verification of Adequate Controls at Establishments in Areas Affected by Natural Disasters

Review of FSIS data and published research indicates the potential for an increase in Salmonella incidence in regulated food products following flood events. In addition, FSIS’s recent review of noncompliance records has shown a spiked increase in sanitation and HACCP noncompliance 1-90 days after heavy rain periods.
Inspection program personnel (IPP) assigned to establishments in areas affected by a natural disaster (such as hurricanes, tornadoes, floods, earthquakes, or wildfires) are to inform affected establishments of the requirement to reassess their HACCP plans. This reassessment must include any supporting prerequisite programs, to ensure the plans and programs are still effective, and/or whether changes must be made to address new hazards, such as higher levels of pathogens or sanitation issues caused by the natural disaster.
This Notice also identifies verification activities that IPP will conduct to determine whether the establishment has conducted or intends to conduct a reassessment of its HACCP plans including the review of Sanitation Standard Operating Procedures (SSOP) and testing data.

What is the purpose of this guideline?
FSIS is issuing this guideline to help FSIS-regulated establishments, retail food outlets, and foodservice entities mitigate the public health risks from chicken liver.
Who is this guideline designed for?
This document is designed for FSIS-regulated establishments, and retail food outlets, and foodservice entities, including hotels, restaurants, and institutions, that produce raw (not-ready-to-eat) chicken liver, or products made from chicken liver, for human consumption. It provides guidance to assist establishments in reducing the public health risk associated with chicken liver.

Retail Exemptions Adjusted Dollar Limitations (8/15/18)
The Food Safety and Inspection Service (FSIS) is announcing the dollar limitations on the amount of meat and meat food products, poultry, and poultry products that a retail store can sell to hotels, restaurants, and similar institutions without disqualifying itself for exemption from Federal inspection requirements.
The dollar limitation for meat and meat food products remains unchanged at $75,700 and the dollar limitation for poultry and poultry products remains unchanged at $56,600 for calendar year 2018.

Recall Procedures for State Inspected Meat Products

A recall is a firm’s action to remove product from commerce to protect the public from consuming adulterated or misbranded products. Although it is a firm’s decision to recall product, GMIS coordinates with the firm to ensure it has properly identified and removed recalled product from commerce by verifying the effectiveness of the firm’s recall activities. GMIS may also notify the public about product recalls.
This updated Recall Procedure provides the terminology, responsibilities, and public notification procedures regarding the voluntary recall of State Inspected meat products. The Recall Procedure update is being reissued in its entirety to provide guidance regarding Recall Procedures for State Inspected Meat Establishments and to incorporate new changes.
