Our equine health section is responsible for enforcing the Humane Care for Equines Act, the Equine Act of 1969 and excerpts of the Animal Protection Act. Enforcement of these laws is achieved through the inspection of equine sales, abuse complaints, stables and events. We also manage the Equine Infectious Anemia Control Program.
The equine industry is also monitored for Equine Infectious Anemia through the enforcement of the Equine Act of 1969. Regulations require a negative test within the last 12 months on all equine sold, traded, given away or moved for change of ownership. All equine assembled for exhibitions, rodeos, trail rides or other activities must also have a current, negative Equine Infectious Anemia test. Any equine testing positive for Equine Infectious Anemia must be quarantined at least 200 yards from all other equine, euthanized and buried, or shipped to slaughter.
The need for protecting the welfare of equine prompted the passing of the Humane Care for Equines Act in 1992, which requires that all equine are provided with adequate food and water, and are treated and cared for in a humane manner. The Act provides for inspections, impoundment, care,and disposition. Authority is granted for injunctions, restraining orders, and monetary penalties as required to achieve enforcement. Notice of Equine Auction
Pursuant to Section 4-13-7 of the Official Code of Georgia Annotated (Humane Care for Equines Act), the Georgia Department of Agriculture will conduct a live auction on the following equine.
The auction will be held on Saturday, June 8, 2013 at the Mansfield Impound Facility located at Marben Farm Road, Mansfield, Georgia . The said equine may be inspected at the facility beginning at 10:00 a.m.; the sale will start at approximately 11:00 a.m. on Saturday, June 8, 2013. Pictures of the equine will be posted, when available, on the Department website: www.agr.georgia.gov. Contact the Equine Health office with any questions at 404-656-3713. (Office hours are Monday through Friday 8:00 a.m.–4:30 p.m.) Sealed bids will not be accepted on these equine.

No representation is made regarding any registration or possible registration neither of said equine nor of the physical condition of said equine. Any documentation in possession of the Department of Agriculture regarding registration, physical condition or past veterinary treatment of said equine is available upon request; however, not withstanding the availability of such documentation, or lack thereof, or verbal information given to the Department, said sale is for the equine on an "as is" basis without any representation regarding registration, physical condition or acceptable use of the animal. The Department reserves the right to add or withdraw equines to or from any auction. The successful bidder must be prepared to tender the price by cashiers check, money order, cash, or with personal check (accompanied with letter of bank approval) and move the animal from the facility by 3 p.m. on June 9, 2013. Payment MUST be made at the time the animal is picked up. If a successful bidder fails to tender the price as required, the Georgia Department of Agriculture may refuse to accept any other bids made by the successful bidder at this auction or any future auction. These horses are subject to periodic inspection by the Georgia Department of Agriculture for a period of 12 months. Purchaser agrees that he/she will not transfer ownership of equine purchased at this sale to anyone who has had equines impounded by the Department, or a case under investigation for a violation of the Humane Care for Equines Act, O.C.G.A. Sec.4-13-1, et seq. If the Georgia Department of Agriculture determines that this agreement is violated, the equine may be subject to immediate impoundment.
